Tonight is the night…the night that the woefully inexperienced and inept Superintendent Cindy Marten gets her annual Performance Evaluation for the disastrous 2014-2015 School Year
This 12 month “snapshot” in this “Year of Failure” by the inept Elementary School Superintendent Cindy Marten does not even SCRATCH THE SURFACE of ALL the collateral damage done to individual Stakeholders – Teachers – Parents – Students – Principals – Staff – Community Members.
The only Superintendent “Rating” grid provided by the SDUSD Board of Education(BOE) is the following:
・ Beginning – The Superintendent has launched the work and there is no evidence of progress yet.
・ Developing – The Superintendent has launched the work, is continuing to develop the implementation, and there is some evidence of progress.
・ Accomplishing – The Superintendent has accomplished the implementation of the work and progress is evident.
・ Extending – The Superintendent has accomplished the work and significant progress/impact is evident.
Given ALL the evidence provided…due to the betrayal of VIRTUALLY EVERY SDUSD STAKEHOLDER through her deceit and ineptness, the destruction of any semblance of TRUST and REAL COLLABORATION and the total lack of any degree of TRANSPARENCY District Deeds decided there needed to be a lower rating than “Beginning” for the rookie Superintendent Marten.
We decided to use the “Edu-Speak” that Marten loves so much.
For the 2014/2015 School Year, District Deeds gives Marten the Rating of:
“REMEDIAL” – Definition: Concerned with the correction of faulty study habits and the raising of a pupil’s general competence for backward and slow learners.
As a primer and a reminder to the Board of Education (BOE) and ALL San Diego Unified School District Stakeholders, the following issues are just a fraction of the major blunders and improper actions by Marten and her Crony Inner Circle:

Marten went on a marketing blitz on TV and in print right after she was hired to announce a NEW scholarship that she would personally fund. Numerous attempts by SDUSD Stakeholders asking details of the “Superintendent Marten Scholarship” resulted in cover-ups and NO NEW SCHOLARSHIPS. The denial has been continued this year where there is, AGAIN, NO EVIDENCE OF A NEW SCHOLARSHIP. There are indications that Marten may try and “re-name” an existing Scholarship under her name through an SDUSD non-profit but OBVIOUSLY that is not NEW…just a re-branding of an existing program.

The first hints of the unholy alliance between Marten and Foster was uncovered by District Deeds when following up on the improper removal of Principal Mitzi Lizarraga at SCPA. We discovered that the same improper methods were used at Lincoln High School by Marten and Foster with Principal Esther Omogbehin. The result of the improper intervention was a Grand Jury Report implicating both of them for improper actions and with both Principal Lizarraga and Omogbehin getting MUCH BETTER JOBS AND PROMOTIONS in their new positions in Los Angeles and Houston…to the detriment of the SDUSD.

“Highly dedicated and involved Community Members and Teachers at the Board Meeting called the Marten ELL Plan a “pack of lies”, a “farce”, Racist, not transparent, non collaborative and a “money grab” that will “miserably fail our children”.
Ultimately the so-called “Marten ELL Plan” resulted in a successful “Grievance Settlement” by the SDEA and MULTIPLE UNIFORM COMPLAINTS by ELL Stakeholders from negatively impacted schools.

- SDUSD Principal Institute: Marten Teaches Principals to Lie
Marten’s attempts to “mentor” Principals that have, in some cases, FIVE TIMES MORE ADMINISTRATIVE EXPERIENCE was reported to District Deeds as a TOTAL JOKE by attendees. District Deeds has learned that this year Marten has brought in re-enforcements to mentor the Principals.
This summer apparently Marten had the SDEA President INSTRUCT THE PRINCIPALS WHAT THEY COULD AND COULDN’T DO on their school sites. Since the SDEA OWNS Marten and the BOE, we guess that it is actually more efficient to JUST CUT OUT THE MIDDLE MAN AND HAVE THE SDEA (TEACHERS UNION) TELL THE PRINCIPALS WHAT TO DO DIRECTLY!

Marten attempted to jam a Calendar Change down the throats of an OVERWHELMING MAJORITY OF SDUSD Stakeholders. As it turned out, the BOE rejected her attempt to change the SDUSD School start date to BEFORE Labor Day for the 2015/16 School Tear and asked for more community input before a decision on 2016/2017. In typical Marten fashion, she did just the opposite of what the BOE instructed and ram-rodded the change through in the spring despite ANOTHER OVERWHELMING STAKEHOLDER MAJORITY IN OPPOSITION TO THE EARLY START DATE!

The blunder by Marten to remove ELST’s in June, 2014 during Graduation Week virtually DESTROYED California State Education Code and Federal Rules regarding SSC Approved SPSA’s required for EVERY YEAR PRIOR to the start of school. Marten did not submit the 2014/2015 SPSA’s to the board and her frantic removal of ELST’s for budget reasons not only violated the rules mentioned earlier but also IMPROPERLY REMOVED ELL SUPPORTS AND FROZE BUDGETS UNTIL JANUARY, 2015 FOR THE NEEDIEST SCHOOLS IN THE SDUSD!!!
There are MULTIPLE Uniform Complaints and Appeals STILL in process over these violations created by Marten.

- Due to the Poor Leadership of Superintendent Marten, the SDUSD experiences a MAJOR BRAIN DRAIN!

The Marten LCFF/LCAP “Shell Game”

DISTRICT DEEDS MEETING DISMEMBERMENT: San Diego BOE Meeting 6/9/15 – PART 3: “SHELL GAMES”
On June, 9, 2015, with Incomplete and inadequate transparency and collaboration with EVERY group of SDUSD Stakeholders, Marten tried to push the “Draft” of the LCAP/LCFF through the BOE. NUMEROUS stakeholders…from ELL to GATE, from Counselors to the PTA, from the Scripps Ranch Cluster to representatives of Homeless and Foster Youth…accused Marten of inadequate outreach and transparency.
The only “full” Version provided of the LCFF and LCAP plans were in English…ALL the “non-English speaking” Stakeholders WERE EXCLUDED AND DID NOT get to read the full version.
The decision by Marten and the BOE two weeks later was to ram the LCAP and LCFF through with NO ADDITIONAL outreach to speak of.

If it doesn’t get any better soon, Marten’s next “denotation” MUST be “Fired”

Great recap of the district’s 2014-15 low lights! I completely agree that the teacher union has absolute power and this has led to the unfair treatment of our students, their families and communities, and of honest and caring teachers and staff members across SDUSD.

Great job reviewing the horror story to which all SDUSD stakeholders have been subjected. I still think we should have initiated a recall of Marten, and perhaps Foster, about two years ago. What do you think, Frank? Is it too late even now? If not that action, what, something has to be done. Maybe even recall the whole BOE who have, apparently, been complicit in all the disasters we have faced, are facing, and will continue to face unless something drastic is caused to occur pretty quickly!

Last year, at this time, Maureen Magee, UnionTrib reporter and close friend of the superintendent, wrote an article about Cindy Marten’s first year evaluation, 2013 -2014. Lots of outstanding and excellent, for no particular reason….well…maybe because the board couldn’t admit they made a colossal mistake choosing her.
The board could not praise her enough, giving her a raise and an extra years extension to her contract.
Right on the heels of her destruction of the language support program, by cutting ELST teachers, they had only praise for her. Just one of her many blunders.
Now, not a word from Maureen Magee or anyone, about this years evaluation. Just happened last week, but no report.
But then, yours is the most accurate and substantiated anyway.
